[snappyHexMesh] refine region using snappyHexMaes

Hi all.
I trying to add refinement regions to my mesh by using snappyHexMesh but for some reason it doesn't let me do that.The slop of spillway is 2.5v: 1.5h, and length and high of steep are 7.5cm and 12.5cm.
please see my "blockMeshDict", "stl file " and "snappyHexMeshDict" files attached.
