Continuity Error calculation

Hello Everyone,
I try to understand the continuity output of different solvers. Below is the code for calculation of Continuity Error. My questions are: 1. why the time step is multiplied by continuity error 2. why we calculate the cumulative continuity error or what is its psychical meaning or use 3. Is there a way to set residual control on continuty. Thank you. Code:
