Default Modeling liquid behavior over a moving plate

I'm looking for suggestions on how to approach modeling the behavior of liquid over a moving inhomogeneous hydrophobic plate.

The problem is that the physical model of a hydrophobic plate is pretty complex and 3D, and the play is moving in the same direction of the flow, so energy transfer would be via viscosity, so it is not exactly like the moving piston example.

I am guessing that this would be a low Re domain.

Any suggestions where to begin, or relevant examples?
