Default defining epsilon for multiple partitions

I am trying to calculate the electrostatic potential for a capacitor with multiple dielectrics. When setting epsilon in OpenFoam, there is only a single, global value. Does anyone know how to specify epsilon for multiple, distinct regions within the mesh volume?

In other words, how do you specify different physical properties for multiple domains?
