Question how to set electric permittivity in plasma actuator induce flow simulation.

I am in trouble to set electric permittivity in plasma induced flow simulation.



How can I set permittivity? One of my post Mr. Richard said that it could be set by PRNDTL(EPOT). But I am not clear about it, help me please
