If you have the aa_r (i.e. Academic Research) I'm not 100% sure. If I remember well they classify the Icem licenses into 2 subcategories. The standard that supports the output interfaces...

To export as multi-block you need to have the Icem mesh license, aa-mesh if I remember well. Often you mix standard mesh licenses (cheaper) that allow you to export most common mesh...
