i have target mass flow but the solution doesnt seem to get to that value any idea what to do

I have given target mass flow in pressure outlet of value 4.2e-4 but it is constant at 10e-6

Where are you measuring mass flow? Don't do it at your boundary, try creating a derived part a little bit up stream and see if it changes. Generally, you shouldn't create a report at a boundary condition. That's not always possible, but should be in the back of your mind.
