So I'd like to make a section plane based on corner coordinates. I read in the help file that the explicit plane tool allows me to move the corners of a plane and specify coordinates. I can't seem to find this. I've tried selecting Derived Parts > Section > Plane, Constrained, and Arbitrary, but none of those options allow me to move the corners of the plane. Attached is an image of what I am looking for. Thanks for your help!

Constrained plane will let you do this. The image you have here looks like a presentation grid, not a plane section.
