During Model Selection in StarCCM+ , while doing multiphase simulation In the material selection tab always we have the only option available is Eulerian Multiphase. but deos that mean that even if we do Lagrangian simulation it have to be coupled with eulerian ? Or what exactly it is ? Kindly help me to resolve this.

If you see numerical model for Lagrangian then it has drag force term in it. How solver will calculate this if you do not give any medium for Lagrangian phase to travel. But you can always freeze Flow solver if you consider drag force as negligible in your case (such as charged particles attracted by high potential)... Hope this solve your issue..
