Question Tangential velocity specifications on Wall boundary

Isn't it will be like MRF with single region. There is a option like wall tangential velocity which we can set as rotation. So I can specify impeller (fan/blade) wall boundary as MRF. We know that in MRF blade will not rotate and there is just a transfer of moment. So this should be possible with single region. I tried, but it didn't worked. Please help. And correct me if I am wrong.
