Ansys 2D>3D Block with meshing

Hello,
So I'm doing axisymmetric impinging jet with ICEM then CFX. The top part is the pipe, the middle part is the space and bottom part is the wall. I apply 2d surface blocking first. Then after that I will do 2d>3d blocking. My question is that Do I do my mesh on the 2D block first? Or do I just convert 2d>3d blocking first then I do my mesh?
