Hello I am trying to do an analysis of an SAE vehicle and i wanted to apply rotational velocity to the wheels of the vehicle to determine the aerodynamic effects. As I am new to Ansys if anyone can help me to start about it would be really helpful. thanks

If you already have a model of the vehicle, then applying the rotational speed is almost trivial. You simply specify the rotational speed in the boundary condition for the appropriate surfaces.
