can not register, blocked ip address

when I reigster a username, the wiki said my ip is 61.167.60.21 and it's blocked. I'm from a university, I'm not sure if our laboratory web master use proxies to avoid extra fees and speed up viewing. Can CFD-Wiki's admin cancel the block?
