Default Interaction Between 2 Mesh Planes

Hello everyone, I have tried to simulate under water pipeline. I defined 2 mesh blocks. In mesh block one there is no event(just calm water) , in mesh block 2 I defined current velocity. When I saw the simulation I thought It was not reflecting the real sea condition, because ''velocity'' condition at sea did not affect the outside of the boundary at the beggining of the simulation.

Basically I would like to ask; which boundary layer should I select to make these two layers to interact with each other.
