PGI has a community edition. See http://www.pgroup.com/products/community.htm

The difference between the community edition and the professional edition is that no Visual Studio integration provided for the community edition. You have to use Makefile to build your Fortran application, instead of using Visual Studio. PGI has a Cygwin environment, from which we can use Makefile as in Linux environment.

You may use Gnu Fortran, which is very good. Of course, there is no developing environment (beyond emacs).

In Linux, I usually use Code::Blocks IDE coupling with GNU Fortran (complier) and GDB (debugger). Code::Blocks provides a graphical user interface for GDB, so it is like Visual Studio debugger (to some degree). As you are a Windows 10 user, I suggest using Code::Blocks Fortran for Windows, if you like the free compiler GNU Fortran.

For 64 bits on windows I would give a shot with http://www.msys2.org/
