Rough Interface

I am wondering if we can consider rough interface in Fluent. I have gravel (2-3mm size dia) sand bed which is porous like river bed and water is flowing over it. I want to study interaction between flow through gravel bed and flow above the bed. The interface between porous and pure water region has to assign roughness as in this case, interface is not smooth. Plz suggest me how to assign roughness. Should I assign interface as wall so that I can assign roughness then make it porous wall..but that's not possible in Fluent.
